OCIP 4 Safety shall provide a fully trained and qualified Site Safety & Drug Compliance Specialist on behalf of the Insurance Company, on its OCIP projects. This SSDCS will provide the insurance provider with peace of mind, continuity, and reduced liability knowing that each and every worker involved on the project will be properly screened, evaluated, trained and admonished about the specific and general rules surrounding the particular project. It is our intention to provide; at a minimum the following services at each project. Initial gathering of new workers at a field facility that includes employment verification and tracking, To properly train and test employees we need to gather basic employee information prior to the employee stepping foot onto the project. At other large OCIP projects, especially once that project is fast-tracked we found that the initial gathering of employees, prior to them starting on the project, allowed us to gather basic information (who, when, what, where, how and why they are working on the project) before they became a potential insurance liability on the project. This process identified contractors who are not enrolled or were subcontractors or 2nd tier subcontractors. The SSDCS will gather and record basic worker information including; name, name of company, address, date of birth, social security number, emergency phone number (all of which is required to complete a pre-start drug screening). These reports shall be furnished to the insurance company each month. Initial Safety Orientation training of new workers. Each worker on the project shall receive basic OSHA, ANSI, NFPA and EM385 safety training. This training will involve live instruction, a Basic Safety Rule power point, and a five minute video on controlling Silica dust, back injury prevention and proper ladder use. This process will be documented, tracked and the employee will receive a numbered orientation sticker for his helmet. If the particular project requires identification badges, that process shall be completed as well. This will not only assist the project with OSHA compliance it will identify and rectify employees without proper clothing, Personal Protective Equipment or whom may be a hazard or threat to the project. (Someone who appears to have an existing condition; in a cast, sick, etc.). Initial Drug testing of the new workers. Each worker on the project must successfully complete an onsite drug screening for 5 illicit drugs (6 & 10 panel are available) as a part of their new worker process before being allowed to work. This process weeds out those employees we don’t want on our project and along with the “random” and “probable cause” process assist us in maintaining a drug free workplace job site. Workers who may be under a Doctor’s care and whom have prescriptions must verify and clarify that process via the S-1 Safety 1st MRO. We will also provide on-site background checks when requested, with a FREE validation of the employees SSN. Random Drug testing of workers. The SSDCS will also assist the project with, if mandated (we recommend), random drug testing of the employees on the project. These tests are normally done prior to a given days work and generated via the Orientation Master list. The list generates “x” percent of names who are then randomly tested. At other large OCIP projects we test every “x” people in the gate. Random testing is a fluid event and can follow the footprint of the project. We have a program that allows for FREE random drug testing. Site Safety Documentation and Liability Identification The SSDCS will conduct daily site walk-through’s utilizing a pre designed inspection form. He/she will then identify, correct, document, and notify site level management of any Immediate Danger to Life and Health (IDLH) issues, and/or safety issues. Those reports will include photographic site based updates and identification of potential work practices that could cause injuries or liabilities. The General Contractor shall be immediately notified of IDLH issues. A monthly report shall be generated indicating the number of drug tests, orientations and identified hazards found on the project. Single Point OCIP site contact The SSDCS shall act as the eyes and ears of the Insurance Company while on the project and act as an OCIP site contact. They shall assist the Insurance Company with identification of non-covered contractors and facilitate the generation of needed documents. Site Safety & Drug Compliance Specialist Qualifications. The SSDCS shall have, at a minimum the following qualifications;
- OSHA Construction Safety Trained
- Emergency Medical Technician Basic or Paramedic Level
- Drug Recognition and Testing Certification
- CPR-1st Aid; AED Trained
Supervision of SSDCS employees S-1 Safety 1st shall provide supervision and review of its field based SSDCS employees and shall audit the employee on a monthly basis providing the Insurance Company with a monthly site-wide recap.
